January brought some very good news for horses.. The U.S. Congress reinstated the defunding language in the Consolidated Appropriations Act (aka the Omnibus Bill). The language effectively bans the slaughtering of horses by preventing the U.S. Department of Agriculture from expending funds to place inspectors in horse slaughter facilitates through the year 2014. The Act cleared the Senate on a 72-26 vote after gaining House approval a day earlier by a vote of 359-67, and was signed into law on January 17, 2014 by President Obama. USDA inspectors are required by federal law for the plants to operate in interstate commerce and effective the defunding language ensures no horse slaughter facilities can open in the United States. The defunding language had been in effect every year since 2006, but removed in 2013. The Wild for Life Foundation and the Saving America's Horses Initiative urges Congress to pass the Safeguard American Food Exports (SAFE) Act, which would place a permanent federal ban on horse slaughter in the U.S. and prohibit America's wild and domestic horses from being exported across federal borders for slaughter. New Legislation to Stop Horse Slaughter to be Introduced
LOS ANGELES, CA– March12, 2013, Saving America’s Horses’ Dr. Nicholas Dodman and Senator
Landrieu, D-La. will join together
with Rep. Patrick Meehan, R-Pa., Rep. Jan Schakowsky, D-Ill., the ASPCA, HSUS and
AWI to introduce federal legislation to stop the inhumane killing of American
horses for human consumption and prohibit the transport of horses across the U.
S. border for slaughter. The new bills will be called the Safeguard American
Food Exports (SAFE) Act; the passage of which would prohibit horse slaughter
operations in the U.S., end the current export and slaughter of more America’s
wild and domestic equines, and protect the public from consuming toxic
horsemeat.
A press conference will be held on Capitol Hill on Wednesday,
March 13 at 10 a.m. for the introduction of the bills.

Wild for Life Foundation is pleased to share in the news about members and guests of STAR San Diego, (Strategic Trusted Advisors Roundtable) gathering for an insightful presentation by Filmmaker, Katia Louise and Good Will Ambassador, Bing Bush, Jr., of "SAVING AMERICA'S HORSES - A Nation Betrayed", on Wed, August 15th in La Jolla. Attendees were also treated to a premiere screening of a brand new cut of the official film trailer which features gorgeous new footage of both Thoroughbreds and wild horses from the movie.
The prestigious event brought together more than one hundred of San Diego's best and brightest professional advisers who average more than twenty years of professional experience in their respective fields of practice. The audience was engaged by the thought provoking presentation which was news to pretty much everyone in the room, " said Richard Muscio, STAR San Diego.
As Good Will Ambassador to WFLF’s SAVING AMERICA’S HORSES, Bing Bush, Jr. is actively striving to raise awareness as a voice from within the equine community. Ms. Louise presented on the preservation of wild horses in America and several key points as associated with horse slaughter including toxic health risks to humans, economic and environmental devastation and criminal animal cruelty. "The criminal element and level of corruption that exists within the horse slaughter industry is well established and contributes significantly to the lack of law enforcement that would otherwise protect equines of all breeds and disciplines, from this predatory trade," said Katia Louise. "The capture, removal, transport and stockpiling of both wild and domestic horses to be slaughtered for their meat is a humanitarian issue that affects socioeconomics, the environment and human health on a global level."
Mr. Bush presented on the relationship of horse slaughter to the Thoroughbred racing industry. "If we compare the number of Thoroughbreds in the United States that were sent to slaughter each year, from 2005 to present, and compared those numbers to the number of Thoroughbred foals in the US, we would see that a staggering 68 to 79% have been slaughtered during that time each year," said Bing Bush, Jr. "The National Thoroughbred Racing Association should support the American Horse Slaughter Prevention Act (SB1176 & HR2966) which would prohibit the shipping, transporting, moving, delivering, receiving, possessing, purchasing, selling, or donation of horses and other equines to be slaughtered for human consumption."

I have likewise been involved with several organizations that provide homes for thoroughbreds after the end of their racing careers. Natural Valley Farms was a former beef slaughter plant that had converted over to slaughtering horses. In a public statement by Henry Skjerven, he said "Natural Valley Farms died the day the decision makers chose to kill horses… most notable was our failure with the CFIA (Canadian Food Inspection Agency)". As can be noted on the CFIA website, they’re "dedicated to safeguarding food, animals and plants, which enhances the health and well-being of Canada's people, environment and economy." (The CFIA removed the company's operating license)
Proponents of horse slaughter are urging U.S. cattle producers to convert their operations to killing horses, but some meat producers remember all too well Henry Skjerven's cautionary tale. Ted Pohlman of Pohlman’s Meat Processing, Indiana told WTHI TV "if a slaughterhouse starts killing horses.. they’ll lose all their beef and hog business.” Even Pohlman believes many people have too many emotional attachments to horses to consider killing and eating them. Pohlman also stated concerns about the safety of horse meat given the toxic substances they receive.

We don't eat our horses for many reasons. We respect the bond of their love, they are sentient beings and they have earned an honorable place in our society and deserve dignified and humane treatment through to the end of their lives.
What about the scientific evidence that reveals the serious health risks and lethal effects when people consume toxic substances banned from the human food chain?
Since 2006, Congress has prevented horse slaughter in the U.S. by cutting funds for inspections of horse meat from its annual Agriculture Appropriations bill, but the fate of America's horses has now been undermined in one swift move. There has been overwhelming support by the American public, the horse community and the House of Representatives to include de-funding language in the 2012 Agriculture Appropriations bill but special Conference Committee members Representative Jack Kingston (R-GA), Senator Herb Kohl (D-WI), and Senator Roy Blunt (R-MO), just removed that language from the final bill. Obama signed this bill into law on Nov 18th, 2011.

BLM closes controversial wild horse holding facility
WASHINGTON (Oct. 14, 2011) – The Cloud Foundation exposed inhumane conditions for captured wild horses and burros at the Herriman facility outside Salt Lake City, Utah, in March 2011. The footage and report, shot and compiled by Foundation advocate Lisa Friday, showed horses knee-deep in a mixture of muck and manure. As a result of bringing the inhumane conditions to public scrutiny, BLM will be closing the facility for the winter with plans to close it permanently in the next two years.
“We are pleased BLM is finally taking the formerly wild horses out of the inhumane Utah facility before they would be subjected to another winter,” states Ginger Kathrens, Executive Director of The Cloud Foundation. “But it is regrettable that BLM acted to rectify an inhumane situation only after it was exposed in Lisa’s video.”
Kathrens maintains that further transparency is needed in order for BLM to regain the trust of the American public, which includes allowing the public access to all short term and long term holding facilities on both private and government property. Many facilities, including all long term ones, have virtually no public access.
In Fiscal Year 2011 (Oct. 1, 2010-Oct. 1, 2011) BLM spent over $48 million to hold over 41,000 wild horses and burros in these facilities, many of which are on private property and not available for public scrutiny.
Currently there is no way for the public to verify the numbers or conditions of the animals in many of these facilities. Nor is there any accurate census of wild horses still remaining on the range. Using BLM’s own numbers, wild horse advocates maintain there are far fewer horses remaining on the Western ranges than BLM is reporting.
Concludes Kathrens, “In order to build trust, there must be more transparency in the way BLM is managing America’s wild horses and burros both on the range and off.”

New Canadian bill to Ban Horse Meat for Human Consumption

New Democrat Agriculture Critic Alex Atamanenko (BC southern Interior) has re-introduced a Private Members Bill that would effectively shut down the slaughtering of horses for human consumption in Canada.
“Since I first introduced this bill in the last Parliament, tens of thousands of Canadians have petitioned the government to legislate an end to this practice,” said Atamanenko. “I think it’s high time the government listened.”

According to the B.C. MP, the odds are enormous that certain drugs, prohibited for use during the life of any animals destined for the human food supply, are routinely being administered to horses.

Horse Slaughter is WRONG; micro-chipping or not
Previous evidence resurfaces revealing that the Ministry of Agriculture has been preparing to defend and expand horse slaughter by complying with the EU's request for an equine micro-chipping program, it appears that they are taking steps to begin implementation. Wild for Life Foundation supports the rights of Canadian horse owners to maintain the choice of whether or not to microchip their horses with a slaughter tag. While it is imperative that the EU take immediate action to protect humans from exposure to toxic substances found in horsemeat imported from Canada, we maintain that horse slaughter is WRONG; micro-chipping or not.

SB 655: Bill to ban Horse Slaughter in MA, USA
Wild for Life Foundation (WFLF) applauds the Honorable Stephan Brewer, Senator of Massachusetts for introducing Senate bill 655, which takes a positive step to improving equine welfare.
The bill is pending before the Joint Committee on the Judiciary. A hearing held Oct 5, 2011 included the testimony of Dr. Linda Breitman, Kathryn Webers of AAHS, and other horse advocates. Dr Nicholas Dodman and Katia Louise submitted written testimony to the committee chairs in support of the bill.
Proponents of slaughter are making their position heard quite well, but the committee has not yet voted on the bill and MA residents are urged to continue sending letters of support in order to ban horse slaughter in the great state of Massachusetts.
